Make the meat mixture. Place all of the meat mixture ingredients a bowl and knead them thoroughly.
Divide the mixture into 12 equal portions (about the size of a bite) and shape them into a meatball.
Heat salad oil in a frying pan, add the meatballs, and cook over medium heat until they develop a golden brown color. Once browned, flip them over, add water, cover with a lid, and simmer over low heat for 4-5 minutes.
Mix the sauce ingredients in a bowl. Add this mixture to the frying pan and toss until evenly coated over medium heat. Once cooked, skewer them if desired, arrange on a plate, add toppings, and garnish with green onions.
